Sandra C. Otway

January 19. 1940 – July 3, 2023

Sandra C. Otway, 83, of Lake Placid, FL, passed away on July 3, 2023, after a battle with cancer.

Sandy was born on January 19, 1940, to George and Iva Schaeffer Foultz in Lancaster, PA. She graduated from high school in 1957 and moved to Ft. Knox, KY, where she was employed at the Army Medical Research Laboratory. Sandy married CSM Robert W. Soper and they had two daughters. She enjoyed her involvement in the Army NCO Wives organization.

In 1972, Sandy and her daughters moved to Bradenton, FL where she was employed as a high school guidance and registrar administrative assistant.  Sandy married Peter Otway in 1985 and they moved to Lake Placid, FL where they were very active in their community.  Sandy retired as a financial aid assistant at Sebring Community College and then served as an integral part of the Lake Placid Garden Club. Her passion for helping students shined as she and Peter were instrumental in raising scholarship funds for many years.

Sandy is preceded in death by George and Iva Foultz (parents), Cliff Foultz (brother), Barbara Adams (sister), Robert Soper (spouse), and Peter Otway (spouse). She is survived by her two daughters Cindy Soper Cox (Dennis), Marcy Soper Hancock (Michael), three grandchildren Kayleigh Bennett (Robert), Logan Hancock (Liz), Rebecca Phillips, two great-grandchildren, Abigail and Gunner Hancock, and niece Vicki Clark (Bob).

A graveside service will be held July 11, 2023, at 4:00 pm at 206 French Camp Cemetery, French Camp, MS.

  1. I met Sandy at the Highlands County Orchid Society and she was so friendly and welcoming to me. A very nice person.
